Thank you for taking interest in being a Disaster Housing Inspector for FEMA. This opportunity is with Vanguard Inspection Services. Vanguard IS Disaster Inspectors are independent contractors who can be deployed when a disaster (i.e. – fire, flood, hurricane, or tornado) has occurred and there has been a disaster declaration.   The length of disaster declarations and potential deployments vary based on size and the amount of damage caused by the event.

To be eligible you must be able to be badged by FEMA.  The following is a list of potential disqualifiers to the FEMA background investigation/badging.  If your background consists of any of the following, you may not be able to complete this process and receive a FEMA Badge:

Criminal History:

  • Currently subject to a domestic violence or other court-ordered protection order.
  • Registered sex offender.
  • Currently on probation or parole.
  • Any involvement with illegal drugs.
  • Felony conviction (within the past 7 years).
  • Misdemeanor conviction (within the past 2 years).
  • Pending criminal charge/open dispositions.
  • Recent (within a year) or multiple (in the past 7 years) charges for DUI.
  • History of traffic violations (2 or more within the last year; 3 or more within the last 5 years).

Financial History:

  • Delinquent child support payments.
  • Delinquent Federal or State taxes, including failure to file.
  • Any defaulted or delinquent Federal loans.
  • Excessive or past due/delinquent personal debt.

Successful Disaster Housing Inspectors can perform a variety of tasks. To ensure this is the right opportunity for you, see some examples below:

  • You will schedule and organize your own appointments (coaching provided)
  • Will verify ownership and occupancy of damaged homes (training provided)
  • Will record damages of the interior and exterior of damaged dwellings (training provided)
  • Will select viewed damages from a list of disaster related losses (training provided)
  • Can supply at your own expense needed items such as
    • Tools (standard tape measure, rolling tape measure, clip board, notecards)
    • Safety clothing and/or equipment (safety Glasses, safety boots)
  • Your expenses must be sent electronically throughout the week (training provided)
  • Has the opportunity to work 7 days a week during a deployment, often longer than 10 hours a day

    1. You must start by making an application in the VIP system– See below for VIP Registration LinkIF YOU ARE FAVORABLY ADJUDICATED, YOU WILL BE CONTACTED BY EMAIL WITH FURTHER INFORMATION

      Below are the steps that occur after a favorable VIP prescreening process:

 

  1. FEMA BADGING PROCESS:
      1. COMPLETING AND SUBMITTING THE REQUIRED FEMA FORMS PACKET – Upon receiving favorable results from your prescreening process, Vanguard IS adjudication staff will send you the required FEMA forms to complete and return to Vanguard for submission to FEMA Security for processing. We would like you do complete these in a day or two.

     

      1. TRAVEL TO DALLAS, TX – Upon receiving a favorable determination based on a review of your packet by FEMA Security, you will be contacted by a member of our Vanguard IS staff to help make immediate arrangements for you to travel to Dallas, TX. to submit fingerprint cards and be issued a FEMA 120-day badge at a badging appointment. Only after the badge has been issued to you, you are eligible to be paid for your support of the program. Your will be paid for your time in Dallas for your fingerprint/badging appointment and for daytime travel (within reason) to complete this process. Provided you follow the federal travel guidelines we will also be able to reimburse you for your travel expenses on your trip to Dallas.

     

    1. Disaster Deployment. You will be advised if there is an immediate spot for you to start work in one of several states impacted by the recent hurricanes. So, when you travel to Dallas, in addition to having your required IDs and forms for the badging appointment, it may be appropriate for you to have your bags packed for your first field deployment to start work!

    PLEASE NOTE: THE BADGING EVENT IS ONLY FOR THOSE ABLE TO TRAVEL TO Dallas, TX. TO RECEIVE A FEMA BADGE AND BE AVAILABLE TO RESPOND TO DISASTERS DURING THIS CURRENT HURRICANE SEASON. IF YOU ARE NOT ABLE TO TRAVEL TO Dallas, TX. OR WILL NOT BE AVAILABLE FOR POTENTIAL DEPLOYMENT, PLEASE DO NOT PURSUE THIS PROCESS AT THIS TIME.

     

    The process starts with VIP registration and prescreening:

    VIP REGISTRATION – Go to the Vanguard IS website, VIP Registration Site, to get familiar with what we do, and follow the prompts to complete the “New Inspector” registration. On the Create New User page, ON THE PULL-DOWN MENU FOR REFERRING COMPANY select “RPHC/AI/Tidal Basin” for who recruited you.  Upon confirmation that your registration is complete, Vanguard adjudication staff will initiate your prescreening process with GoodHire, and you will receive an email from with instructions on how to complete the prescreening process.
